BNG response to Dutch coalition agreement: public investment power for housing and energy

This coalition agreement rightly identifies societal ambitions that each require immediate implementation. The challenges in housing and the energy transition are particularly substantial and require speed, scale and financial capacity. BNG therefore supports the coalition’s ambition to deliver many more affordable homes and to keep climate goals on track. We see a clear role for ourselves in this effort and actively make our public financing power available.

Municipalities, provinces, housing associations and public institutions work daily to provide affordable housing, sustainability and strong public services. BNG supports these ambitions with stability, competitive funding and in-depth knowledge of the public sector. 

The housing challenge requires acceleration and predictability. As the bank for social housing associations and municipalities, we facilitate the coalition’s ambitions and expand the financing capacity for social and mid‑range rentals. This applies both to new construction and area development, as well as to making the existing housing stock more sustainable. In doing so, we enable these organisations to pick up the pace while safeguarding affordability and accessibility for residents.

The energy transition requires continuity and scale. BNG finances energy networks, district heating systems, renewable energy generation and investments in energy efficiency. We are ready to further scale up the coalition’s ambitions on district heating, grid congestion and the broader development of a robust and affordable energy system, together with governments and public sector partners.

BNG looks forward to actively supporting the new cabinet. By contributing early to feasible investment programmes and ensuring that public investments are financeable. In doing so, we accelerate projects that make a meaningful difference for citizens and regions.
