With many years of expertise in financing area development, BNG is the financial partner for the public sector. We support local authorities and public-private partnerships in realising important investments for their projects.

Developments in the sector

Due to a growing number of residents and businesses, more space is needed for housing, work, infrastructure and nature. However, space in the Netherlands is becoming increasingly scarce. The government is working on plans to address these needs. Implementation is the responsibility of the local authorities, but this is challenging due to the current nitrogen issue and complicated procedures. That is why a land policy has been developed that works in two directions:  

  • Active land policy: local authorities purchase, subdivide and sell land as building plots.
  • Facilitating land policy: landowners restructure their own subdivisions, while local authorities support their public facilities. This process is laid down in the Spatial Planning Act.

What we offer  

BNG finances local authorities and public-private partnerships in the realisation of area developments. Different types of land policy require specific financing solutions. BNG contributes by structuring and documenting all financing needs. We ensure that this is in line with the legal structure and credit requirements of the project. Always with a focus on sustainable and social aspects.  

Thanks to our many years of expertise and early involvement in area developments, we can also play an active role in the energy and heat transition, for example by financing heat networks.

Public heating networks: local authorities have the knowledge and capacity to invest

At first glance, the financing of public heating companies appears complex. This is mainly due to a lack of familiarity with how financing works at the municipal level. Accuracy is important, but the reluctance to act this might cause among administrators is unnecessary. Municipalities actually have a great deal of experience with long-term investments in infrastructure. To provide clarity to municipalities and other stakeholders, the white paper “Public heating networks: municipalities have the knowledge and capacity to invest” has been published.
