BNG belongs to and serves the public domain. This sector includes local authorities such as municipalities, joint arrangements, provinces, and water boards. For over a century, we have been providing local authorities with financing at competitive rates. In this way, we ensure that they retain as many resources as possible for their social objectives. Our role in government financing

Rising costs for energy, personnel and sustainability are making it increasingly challenging to keep municipal facilities accessible and affordable. At BNG, we understand these challenges. Thanks to our many years of experience with the public sector, we know what is going on and actively contribute ideas for appropriate financing solutions.  

We support local authorities with financing for investments in infrastructure, sustainability and social facilities. Whether it concerns renovating a village square, making a school building more sustainable or constructing cycle paths, our support is visible in many local projects. With our expertise and competitive rates, and in close collaboration with local authorities, we contribute to a pleasant living environment in neighbourhoods, villages and towns.

Lending

BNG offers local authorities suitable forms of financing. Short-term loans provide rapid liquidity for temporary cash requirements. Long-term loans offer a stable basis for investments in social facilities and infrastructure projects.

MTN Programme for Dutch Municipalities

The MTN Programme gives Dutch municipalities direct access to the European capital markets through Medium Term Notes. These instruments enable financing for terms ranging from 1 to 50 years.

Treasury Banking

Local authorities are required to participate in treasury banking, which means holding public funds with the Ministry of Finance. We facilitate the transfer of funds to and from the Treasury.

Installing district heating transition

The Netherlands must gradually phase out gas. District heating networks offer efficient heating, but are complex and require a careful approach for each neighbourhood.

Sustainability Reporting Guide

BNG aims to make the Netherlands more socially responsible and improve sustainability performance. A sustainability report can help to provide insight into performance and communicate it more transparently. To support local authorities in drawing up sustainability reports, BNG developed a Sustainability Reporting and Accountability Guide in collaboration with the Coalition of the Willing.

Impact Story
De Kei in Reusel: the beating heart of the community
17 July 2025
At the end of 2024, the municipality of Reusel-De Mierden welcomed De Kei, a modern, multifunctional building where people can watch theatrical performances, attend conferences or visit the library, among other things. This energy-neutral building, which replaced an outdated community centre, provides space for a variety of purposes. Thanks to funding from BNG, the municipality of Reusel-De Mierden was able to achieve its ambition for a future-proof meeting place that combines culture and care with connecting people.

Affordable social housing in Voorne aan Zee

In Brielle and the surrounding area, about 750 rent-controlled homes have been given new owners, ensuring that tenants remain assured of affordable housing in their trusted environment. Approximately 300 of these homes were purchased by the municipality of Voorne aan Zee, for which we provided the funding. This allowed Voorne aan Zee’s municipal housing company to take control of the homes, thereby contributing to the preservation of rented social housing in the region.

With Ambla, a lifetime living on Ameland is within reach

Always being able to live on Ameland, even if you need care 24 hours a day: this will continue to be possible on the island in the coming decades, as the municipality has invested in a new residential care complex named Ambla. The investment was made possible in part by advantageous funding from BNG. BNG is helping the municipality to make a social and sustainable impact.
BNG Sustainability Fund

The BNG Sustainability Fund finances commercial projects that contribute to the sustainability ambitions of municipalities and provinces. In this way, we are helping to create a future-proof, more energy-neutral society.
