Treasury banking for local authorities

Local authorities are obliged to participate in treasury banking (SKB). This means that they must hold public funds with the Ministry of Finance. BNG facilitates the transfer of money to and from the treasury.  

How does treasury banking work?

BNG transfers money between your bank account(s) and the Ministry of Finance. Transfers are made via a special SKB working account. If there is a balance on the working account at the end of the day, we deposit this amount into the treasury. If there is a shortfall on the account, we replenish the SKB working account from the treasury.

If you wish to use BNG for treasury banking, please first open an SKB working account. You can transfer money to and from the working account via BNG Payment Transactions. The working account may not be used for any payment transactions other than transferring balances to and from the treasury. At the end of each working day, we automatically settle the debit or credit balance of the SKB working account with the Treasury. We do not charge any fees for house bank relationships, except for regular payment transaction fees. 

SKB intraday debit limit

The Ministry of Finance guarantees a temporary debit balance on your SKB working account. It therefore determines in advance (in consultation) the intraday limit to which your SKB working account may be overdrawn during the day. If you occasionally want to withdraw a higher amount, you must temporarily increase the intraday limit.

Timeline for transfers

  • Until 3.30 p.m.: you can make a transfer to or from the SKB working account via BNG Payment Transactions.
  • 3.15 p.m.: automatic replenishment or cash sweeps.
  • 5.50 p.m.: additional automatic replenishment or cash sweeps for transactions after 3.30 p.m.  

Automatic cash sweeps of money to the treasury  

BNG can automatically transfer surplus balances to your working account on a daily basis. Automatic cash sweeps are possible for a self-employed account and for an account system. In the case of an account system, the cumulative balance from the main account are cash sweeps to the SKB working account. You can specify a lower limit for this. Automatic cash sweeps take place at 15:15 and 17:50.

Automatic replenishment of funds from the treasury  

BNG can automatically replenish a debit balance from your working account on a daily basis. We do not have access to your (available) balance in the treasury. This imposes restrictions on the automatic replenishment of your balance:

  • Automatic replenishment may result in a debit balance on your current account with the Ministry of Finance. We are not liable for this.  
  • We replenish your account up to the maximum SKB intraday debit limit.  

Automatic replenishment is possible for independent accounts and account systems. A limit can be specified below which the balance must be replenished. This limit must be equal to or lower than the limit for automatic cash sweeps. Automatic replenishment takes place at 3.15 p.m. and 5.50 p.m.

My organisation is only in the red at BNG. Does treasury banking apply to us?

All local authorities that fall under the scope of treasury banking must participate. They must open an SKB account with a bank. As long as your organisation is in the red, no transfers will be made to the treasury. Once your organisation is no longer in the red, you can deposit the surplus funds in the treasury via the SKB account. 

Yes, we offer services to take as much work off your hands as possible. Every working day at 3.15 p.m., we automatically transfer the balance above the amount you have specified to the treasury. Any payments that arrive in your account after that time must be transferred manually to the treasury account before 3.30 p.m. Transfers after this time will be executed the next working day. 

You can submit payment orders via BNG Betalingsverkeer until 3.30 p.m. These will be processed in your balance on the same day. Orders after 3.30 p.m. will be executed the next working day. 

The specific SKB account number begins with 028.67. This allows you to recognise treasury banking transactions.

My organisation does not have a bank account with BNG, but would like to use treasury banking via BNG. Is this possible?

This is possible if you open a current account and an SKB account with BNG. The SKB account forms the link between the treasury and the current account at BNG. You fund the SKB account via the current account.  

No, there is no relationship between the intraday limit and the credit limit at BNG. The intraday limit is the maximum amount that can be debited from the SKB account on a working day. The intraday limit only applies to treasury banking and is an agreement between you and the Ministry of Finance.

The credit limit is the maximum amount that the customer may be overdrawn for a longer period of time at an agreed rate. The credit limit relates to a customer's financing needs and is an agreement between you and BNG. 

Yes, you can. If you want to transfer a one-off amount from the treasury to the SKB account that exceeds the intraday limit, you must request this in advance from the Ministry. If your treasury balance is sufficient, the Ministry will agree to this.

Yes, the main objective of the bill is to reduce EMU debt. Mutual lending between local authorities, for example through the sale of BNG loans, leads to the same reduction in EMU debt as holding these funds directly in the treasury.

Does BNG still play a role in mutual lending between local authorities?
