Municipality of Waddinxveen to switch real estate off gas within two years with ESCo

The municipality of Waddinxveen wants to switch all its social real estate off gas within two years. To realise this ambitious goal, a European tender was held in 2022. Energy service company InstaWell won the tender and set to work on the project, financed by BNG.

Energy service company InstaWell will be responsible for the new, sustainable heat sources for social housing in Waddinxveen for the next fifteen years, from design to maintenance. The costs of making the housing more sustainable will be financed by an Energy Service Company (ESCo). This means that the municipality does not have to invest itself, but only pays for the energy supplied.

Periodic fixed remuneration

In consultation with BNG, the municipality of Waddinxveen has drawn up a contract whereby the municipality pays the ESCo holder, InstaWell, a fixed quarterly remuneration in combination with a periodic performance-related remuneration. The advantage of this arrangement is that the contractor itself must contribute part of the capital. Thanks to the contract and the fixed fee, BNG is prepared to provide a large part of the financing. The municipality's creditworthiness can be used for this purpose. This allows the municipality of Waddinxveen to retain the advantage of low financing costs.  

If other municipalities also use the contract form developed by the municipality of Waddinxveen in collaboration with BNG, this will save a considerable amount of time and money. This will enable us to make faster progress together in making the Netherlands more sustainable.
