PSD2

With Payment Services Directive 2 (PSD2), you can give external parties with a PSD2 licence or bilateral agreement with BNG access to your payment transactions.  

How PSD2 works

If you wish to grant third parties access to your financial data at BNG, you must first give your consent. You can do this using the Digipass or the Digipass App. It is important that the external parties have a valid licence from De Nederlandsche Bank (DNB) or another European Central Bank. The information exchange takes place via a secure link, known as an Application Programme Interface (API). Depending on the licence or agreement, there may be costs involved.

Data exchange

There are two options for data exchange:

1. Account Information Services (AIS). This allows an external party to automatically retrieve your account information. For example, a software supplier of an accounting package that automatically retrieves the balances and transactions of the account(s). You determine the authorisation for each account. This is valid for a maximum of 180 days.  
2. Payment initiation (Payment Information Services, PIS). This allows an external party to make payments, such as a single payment or a payment batch. If the software supplier of your accounting package has a bank link with BNG, the payment can be made directly from your accounting package, for example. You then approve the payment with your Digipass or the Digipass App. This is similar to iDEAL. Any second signature is provided in the same way or in your My BNG environment. You give your approval again for each payment or payment batch.

Connecting to BNG

External parties wishing to connect to BNG can register via the Developer Portal. All specifications can be found there, and it is possible to test the PSD2 connection in a controlled environment. This environment is technically identical to the production environment. This allows connections to be built and tested and the process to be optimised.
